Bill Kelley DataWhispers, LLC 714-273-4057 An award-winning leader in the cutting edge field of forensic auditing, William Kelley is president of the bi-coastal consulting firm DataWhispers. Bill Kelley’s impressive career spans over four decades and includes many years serving as a risk management specialist and auditor for the United States military and government. A Certified Information Systems Auditor and Security Manager, Kelley created the DoD Data Mining Directorate, which performs forensic auditing. He implemented computer-assisted auditing as an integral part of the data mining process to combat fraud, waste and abuse in DoD programs. In order to identify and validate potentially fraudulent or improper purchase transactions, he instituted data mining for DoD purchase card data and on-going joint audits. Mr. Kelley also identified and documented impediments to compliance with the CFO Act as part of the Defense Information Systems (DISA’s) efforts to become auditable. And following 9/11, his services were required by Operation Noble Eagle. From 2002 to 2006, he worked as a senior military officer in the Office of the Inspector General of the Department of Defense (DoD), as well as Director for Data Mining Directorate. During that assignment, he made significant contributions directly impacting defense policy and national security. A sought-after speaker and trainer, Kelley regularly speaks and trains on the subject of forensic auditing. He has made multiple presentations to the European Fraud Conference, Association to Government Auditors and the General Services Administration Smart Card Pay Conference. Reaching the rank of Colonel in the U.S. Army, Kelley spent many years on active duty or was an active participant in the Army National Guard and the U.S. Army Reserve. Among his many military accomplishments, he commanded two direct support artillery battalions and the 40th Infantry Division Artillery and was activated to support the military operations combating the LA Riots of 1992. Kelley is the principal in the firm DataWhispers which specializes in improving business process and information systems controls with emphasis in data quality and integrity. He has extensive experience in utilizing analytic tools to accomplish his work and has provided consulting services to several organizations on how to use tools like ACL to identify high risk transactions for further investigation. He has continued to teach sine his retirement for the military.
